Communication Chain of Command Policy
Purpose
The purpose of this policy is to establish a clear and effective Communication Chain of Command within Parkland Soccer Club ("PSC"). This structure ensures that all inquiries, concerns, and discussions are directed to the appropriate staff members, promoting efficient communication, timely resolution, and a positive environment for players, families, and staff.
Scope
This policy applies to all PSC players, parents/guardians, coaches, administrative staff, and technical staff across all programs and age groups.
Policy Statement
PSC requires all families to follow the Communication Chain of Command outlined in this document. Members must contact the appropriate staff member based on the nature of the inquiry and follow the sequence described. This process supports clear communication, minimizes misunderstandings, and ensures that issues are addressed at the correct level.
Communication Chain of Command
First Level: Team Coach
All team-specific questions or concerns must be directed first to the
team coach.
This includes, but is not limited to:
- Training schedules and expectations
- Playing time and development
- Player performance and behavior
- Game-day logistics and planning
- Team dynamics or immediate concerns
Team coaches manage day-to-day communication and are responsible for addressing most team-related matters. Coach may at times delegate to the team manager in matters of schedule and/or team finances.
Second Level: Zone Directors
If a concern remains unresolved after communicating with the team coach, families can escalate the matter to the appropriate Zone Director. Zone Directors oversee staff, player development, program standards, and age-specific operations within their assigned zone.

- Jon Nascimento, Assistant Director of ECNL
- ECNL-RL (Boys & Girls) & NPL Teams
- Michael Ramsammy, Director of ECNL-RL Performance
- Girls Zone (7v7, 9v9, 11v11)
- Cristian Raudales, Director of Girls Performance & Development
- Boys 9v9 Zone
- Luca Lagana, Director of Boys Youth Development
- Boys 7v7 Zone
- Christopher Sousa, Director of Boys Youth Discovery
- Goalkeeper Zone
- Marko Rajic, Director of Goalkeeping Performance
- Athletic Performance Zone
- DJ Lima, Director of Athletic Performance
- College Recruitment Zone
- Jona Andrade, Director of College Recruitment
- Phillip Maestas Bohn, Assistant Director of College Recruitment
Zone Directors are responsible for addressing escalated concerns, clarifying expectations, ensuring program consistency and alignment and if necessary becoming a facilitator for communication between parents and players.
Final Level: Technical Leadership
If a matter cannot be resolved after communicating with both the Team Coach and Zone Director, families may escalate concerns to PSC’s Technical Leadership:
- Luis Valente — Director of Coaching & Soccer Operations
- Dumel Decius — Director of Coaching and Competitive Performance
Technical Leadership oversees the entire club’s development model, competitive pathway, coaching framework, and technical standards. They will review unresolved matters and determine final decisions.
Administrative Support
For all non-technical or soccer related matters and administrative matters, including:
- Registration
- Billing and payments
- Player documentation
- Club forms and communication logistics

Administrative inquiries must not be directed to coaches or technical staff unless instructed.
Expectations for Communication
PSC expects all communication between families and staff to adhere to the following standards:
- Respectful and professional tone at all times
- Allow up to 24–48 hours for a response unless urgent
- Avoid discussing concerns before, during, or immediately after games or training sessions
- Use email or scheduled calls whenever possible to ensure clarity
- Follow the order of communication outlined in this policy
Failure to follow the Communication Chain of Command may result in delays, miscommunication, or the inability to address concerns effectively.
Enforcement
All PSC staff, coaches, and administrators are responsible for upholding this policy. PSC reserves the right to redirect communication to the appropriate level if inquiries bypass the required process.
Review and Revision
This policy will be reviewed annually by PSC Technical Leadership and may be updated as club structure or roles evolve.
